As a market analyst in the early 1990s, Stuart McCutchan began writing DACIS Mergers & Acquisitions (DM&A) to cover the rapidly changing strategic landscape of Federal government service providers. Seeing the need for competitive intelligence that went beyond the data contained in government databases, he founded InfoBase Publishers just a few years later. Mr. McCutchan earned his degree from The College of William & Mary in Virginia, serves today as the company’s President, and tirelessly drives service innovation and quality for clients.

John Morris

Chief Technology Officer

Mr. Morris is responsible for the design, architecture, and integration of the dozens of databases, both U.S. government-derived and InfoBase Publishers-proprietary, which constitute the DACIS platform. For more than 20 years he has led the InfoBase technology, cybersecurity, and programming team, with the goal of driving a user experience which is intuitive and unique. The programming team provides custom sets of DACIS information to meet the needs of select customers with unique requirements, is responsible for the provision of data from DACIS partner companies, and maintains an application programming interface (API) which provides access to information contained in all major components of the DACIS platform.  Mr. Morris oversees a programming team which is based exclusively in the United States and comprised entirely of U.S. citizens.

Steve began his career at InfoBase Publishers in 2001 and stepped away from the company in 2004 to support the U.S. Army as a policy analyst and publication control officer in the U.S. Army Governance, Acquisition, and Chief Office (GA&CKO). Steve has expertise in program management, quality assurance, systems engineering, and Army policy development and publication. He holds a Bachelor of Arts degree in Political Science from Whittier College and a Master’s degree in Political Economy from Claremont Graduate University.

Bill Burton leads the user empowerment and training discipline at InfoBase Publishers as the head of Client Relations. His 35 years’ experience in BD/capture and strategy provides clients with an advocate as much as subject matter expert. An NCAA baseball star, Bill still goes to bat each day to help thousands of DACIS users get the most from their competitive intelligence investments. He holds a Bachelor of Science degree in Econometrics and Quantitative Economics from Frostburg State University.

Specializing in the market development across a wide range of technologies including information services, cyber-security, AI, enterprise management, and government contracting accounting systems, Mr. Loveless drives the marketing function at InfoBase Publishers. With more than 25 years of experience as an international marketer, business developer, systems engineer, and sales leader in companies ranging from Fortune 500 to start-ups. Joe brings deep experience in strategic market planning, media and advertising, public relations, competitive research and positioning, and sales process engineering.

Mr. Loveless has notable success in interpreting, simplifying, and conveying complex market dynamics in preparing, training, and mentoring sales teams in highly competitive markets of information technology worldwide. He is an award-winning industry research author, entrepreneur, corporate representative to industry analysts, and frequent voice to mass media.
